Can the bent shaft of my umbrella be repaired?

If the umbrella is not usable, then it is time to get another one. The cost to repair one would be more than the cost of a new one.
You could try straightening the shaft with standard plumbing pipe (putting the pipe over the shaft & bending the shaft back with the pipe,) but it depends on where & how much it was bent.

Can I send in some umbrellas for repair?

The cost to repair an umbrella is more than replacing with a new product, so that is not an available service.

What is the difference between a silver and white lined umbrella?

Using a silver umbrella will give you more efficiency of about ½ stop. The white umbrella will give you a softer light when used close to your subject. So for lighting larger groups, the silver would be the best choice. For close-up portraiture, the white or shoot through mode would be the best choice unless you were looking for a little more contrast and highlight specularity in your image.
